The Legal and Policy Frameworks for Education in the Philippines

    The legal and policy frameworks for education in the Philippines are governed by three key agencies: the Commission on Higher Education (CHED), the Department of Education (DepEd), and the Technical Education and Skills Development Authority (TESDA). Each agency plays a distinct role in shaping and regulating the country's education system.

  1. Commission on Higher Education (CHED):
    • CHED is responsible for the regulation and supervision of higher education institutions (HEIs) in the Philippines, including universities and colleges.
    • CHED establishes policies and guidelines for curriculum development, program accreditation, and quality assurance in higher education.
    • It oversees scholarships and financial assistance programs for college students.
    • CHED also promotes research and development initiatives in higher education.

  1. Department of Education (DepEd):
    • DepEd is the primary agency responsible for the country's basic education system, covering pre-school, elementary, and secondary levels.
    • It formulates policies, standards, and regulations for K-12 education, curriculum development, and teacher training.
    • DepEd administers national assessments, such as the National Achievement Test (NAT), and manages public schools across the Philippines.
    • The agency also provides learning resources and materials for teachers and students.

  1. Technical Education and Skills Development Authority (TESDA):
    • TESDA focuses on technical-vocational education and training (TVET) programs to equip individuals with practical skills for the workforce.
    • It develops competency-based curricula, standards, and certification systems for various technical and vocational courses.
    • TESDA provides scholarship programs, assessment and certification services, and support for TVET institutions and trainers.
    • The agency collaborates with industry partners to ensure that TVET programs align with the needs of the job market.

        These three agencies, CHED, DepEd, and TESDA, together form the backbone of the Philippines' education system, addressing the needs of learners from early childhood education to higher education and technical-vocational training.
